I'm not sure I get the point if it's only for toddlers. I always potty train my toddlers when they age up. So really, I don't need a changing table for diapers on toddlers, just babies (although some kind of small bath would be nice for the toddlers). Then again, it's a Store object, so why expect it to work like the real world object it's based upon? Well, we don't know for sure if it's toddlers only. Remember, preview screenshots virtually never show infants in anything, and the baby swing turned out to work for them as well as toddlers.
We'll have to see- can anybody remember what time of day they normally update the store? (Also, on a somewhat darker note: Now it looks like changing table animations will be making a return, perhaps a remake of the OMGWTFBBQ will be possible.):P. Well it's not a gameplay breakthrough. Instead of tossing the burrito/toddler in the air the sim will put it there, a blur will trigger and your sim will babble a few 'babiboo' to the tot, his hands moving into the blur. Of course there will be a special moodlet for both sims, as all the premiums do.
It's not that useful but it's good for making realistic and cute nurseries. And maybe it will bring back the OMGWTFBBQ Don't count on it to bring back the burrito legs though, because of the blur the legs are not needed. I agree this should have been included in Generations. I wish they would do away with the blanket and give us back the baby we had in TS2 along with being able to bath babies and toddlers in the sink and tub. I don't think you'll find anyone in the simming community who'd disagree with you there.
I strongly suspect that TS3 babies were the product of a blatant rush-job by EA employees, possibly due to unreasonable deadlines or hurried production. Nobody likes the blanket. Even the developers have more or less openly admitted it sucks on multiple occasions. It's about as popular as the psychic curfew police and Error 12. (Edit 1: New information at SimsVIP. Apparently the baby monitor also displays whatever low motive is causing a crying baby as well as making it audible to nearby sims.) (Edit 2:.).
