I'm not sure I get the point if it's only for toddlers. I always potty train my toddlers when they age up. So really, I don't need a changing table for diapers on toddlers, just babies (although some kind of small bath would be nice for the toddlers). Then again, it's a Store object, so why expect it to work like the real world object it's based upon? Well, we don't know for sure if it's toddlers only. Remember, preview screenshots virtually never show infants in anything, and the baby swing turned out to work for them as well as toddlers.

I strongly suspect that TS3 babies were the product of a blatant rush-job by EA employees, possibly due to unreasonable deadlines or hurried production. Nobody likes the blanket.
