I can't think of any secure network messenging application with a built-in ability to restrict where clients are connecting from. If you're really serious about preventing internet connections, I imagine you'd have to go down a segregated network path (either with no physical network connections, or virtually via a VLAN or similar). If you're just asking for a network messaging protocol that doesn't require a connection to an centralised service hosted on the internet, (off-the-record messaging) would possibly meet your requirements (depending on what you mean by secure!) - you'd have to set up an XMPP server, but that is relatively simple to do, and there are many different client applications available on pretty much every platform you can imagine.
